I think we should. Just because they don't live in the area, doesn't mean they can't use it. We're all humans and we all need water to live. If we help them now, then they might be willing to help us in the future.

Yes, because by law, no one person or any group of persons may own a natural body of water, therefore, everyone is protected by the law to use the water in the Great Lakes.
